Rescue operations seek survivors.

The contractor of the building that collapsed at Nairobi's Huruma estate on Sunday night killing two people will be charged with murder, CID director Ndegwa Muhoro has said.
Muhoro added that the construction workers will be charged with criminal negligence for working on an occupied building.

He was speaking at the scene amid ongoing rescue operations by the National Youth Service and the military on Monday. Acting Inspector General of Police Samuel Arachi directed the contractor to report to the Starehe DCIO's office to facilitate investigations.
All City Inspectorate officials have also been asked to appear before the DCIO for questioning.

Muhoro and Arachi were accompanied by Lands Principal Secretary Mariam El Maawy.
The building reportedly collapsed due to poor workmanship and the ongoing construction of a seventh floor.

Nairobi City County records show that only four floors were approved.  Nairobi Governor Evans Kidero earlier said that contractors and workers of buildings that do not meet set standards will be prosecuted.
